Although i don't how one of the guys I play with does it but every time he enchants he gets fortune III purely based of a certain smiley face he sees in the enchanting code.
I have no idea if there is a way to tell what enchantments you can get or he has been completely lucky with getting Fortune III every time.
I seem to remember reading somewhere on here recently about this and someone said they have figured out the code and whilst the decoded words were gibberish, each word yielded the same enchantments. Can't remember which post I read this in, but it was quite recently.

No, they're--what is it?--the galactic alphabet or something like that.
Each word translates correctly, but will have no relation to the enchantment provided (things like "Air" yielding Smite III).
It's purely luck-based, really, but you can generally bank on a few types of enchantments being common around certain levels.
Enchantment names are randomly constructed from the following list of words. Three to five words are chosen from the list and appended to each other, then displayed in the Standard Galactic Alphabet. Note that the names have no meaning and are not saved on the enchanted item (meaning they will tell you nothing about what the resulting spell will be), and they are only displayed in the Enchantment Table. The following list of words contain all the possible enchantment words after deciphering.

If Sharpness III was displayed as "Demon Twist Klaatu" (in the Galactic Alphabet) the first time you enchanted a sword the same enchantment might be displayed as "Wet Free Animal" the next time.
