I'm in the process of fortifying my villages. I have one completed for the most part. I have a large wall surrounding the place with many buildings along the wall. The roofs are lit up with glowstones, torches, and jack o lanterns. I stay up for the first night and only saw a creeper on one building, a skeleton on the end of the ocean (The wall is only three sides with two that go out into the ocean), and a zombie on a dark roof that they can't get off of. I think i'm well prepared, and I should mention i'm on hard. My question is can zombie's spawn in the ocean?
All mobs with the exception of a squid need an opaque block below the chose spawn block and cannot spawn with their head inside anything but an air block.
So no, they can't spawn in the ocean; in an ocean biome, yes, but the water itself, no.
The new ai though, if you didn't make your wall far enough, would allow them to walk from the land on the other side around into the water and to land on your side. It really depends upon the length that is in the water. Spawning in this case would not quite be the problem. You just have to account for the new pathing they have. It is still not quite as advanced as the pc, but still they will go around certain obstacles if short enough of a distance. At least you know which direction to look if something does happen to wander in.

The Wiki actually says that they "must spawn on top of an opaque block with at least two blocks of headroom"; but I'm going to be a dissenting vote here. I believe that zombies, skeletons, and creepers can spawn in shallow water (that is, water that is 1 block deep). Since a zombie is 2 blocks tall, it can spawn in 1 block of water and still have an opaque solid block beneath it and it's head in an air block. I'm very sure I have witnessed them spawning even in the ocean in many of my survival island worlds. I think the game picks blocks where there is land first; but if it geneerally runs out of room on land, it will then opt to spawn a few of the mobs right in the water. I'm not sure if this is intended or a glitch.

Flood a superflat and tell me how many slimes/mobs you see spawn in the water (after killing/despawning them, that is).

It must be a glitch then. I have seen it happen before my eyes in more than one survival island seed. Reading the Wiki under spawn in more detail, it describes a process where the game spawns individual members of a mob pack within a certain distance of a selected eligible center. I think it may be that center that matters most, so it may be that if you have a bit of land nearby, the game can opt to spawn individual mob members in the water... So, perhaps another experiment would be to flood all but one block in a superflat and see if one mob spawns on the single land block or if a pack spawns with some of the members in the water. Can't play on the Xbox today, but I'll see if I can give it a try on the weekend.

But who knows, maybe it is not referring to what I think it is. Far as I know some of the wiki will be inaccurate when it doesn't reference xbox specifically, or at least only by a little bit.
I'll try to set up a test this weekend to see if I can intentionally reproduce what I know I have seen happen in my survival island worlds and then come up with some sort of explanation. As I said, it may indeed be a glitch... but even glitches should be reproducible (if one manages to reproduce the right circumstances).
My wall is far enough out so there is no way unless you swim to get around it. I am more worried about the area I guess along the beach. I'm just going to have to make sure that one block high water is light up enough. The skeleton that spawned close to the water was on the edge of a wheat farm. I am going to light up that edge. I am going to have to stand guard a few nights in multiple areas to make sure. Maybe the iron golem would stop giving out roses for just one night and actually patrol the place. Such a hopeless romantic!

Nope (after all it's transparent and not opaque), also no spawning on halfslabs or stairs either.
