I was wondering why mass effect was the first texture pack? Was it a financial choice? Do lots of people here play mass effect? Other texture packs (on PC) seem more popular but most do not have a corporate sponsor. I don't play mass effect and had not really even heard much about it until it became the first texture pack. Now there is no chance I will ever play mass effect. So how many people play these games?
Since it is necessary for 4J to obtain rights to use other games and up until recently, the Xbox 360 was the only console with Minecraft, it's really just common sense that it might have been easier and quicker for them to obtain such permissions from games that perhaps have closer ties to Microsoft. With Minecraft now coming out on other consoles, this probably will diminish this and make it equally tough for them to get permission to use Microsoft games and any other games out there... meaning, it may become increasingly difficult for them to produce any Mash-Up packs at all.
I believe the main reason people keep harping on this issue is that there is a strong lobby group here that wants the community to have free open-source access to the Xbox Edition code so they can write mods and texture packs and "market" them on the PC for use on the Xbox. There is nothing really wrong with this, but one should keep in mind that just because the end user pays nothing for the open-source "stuff", doesn't mean that the authors of that "stuff" aren't making any money from it... since likes and clicks and downloads translate into dollars and cents from web advertisers. Over the past year and a bit, I've watched Minecraft Xbox Edition become a politicized battle zone for "open-source" vs. "closed-source" programming philosophies. What direction either Sony or Microsoft will take the console gaming environment and how Minecraft might be adapted to fit whatever level of "community" participation the console manufacturers might eventually decide to allow remains to be seen; and personally, I plan to just wait until all sides in this issue finish duking it out with each other before I decide anything. (NB: I agree with your lobby for better griefing protection... but the two should really be unrelated to each other.)
As for Mass Effect, it has long been a very, very popular game on the Xbox 360. It has long been one of my son's favorites and actually still is one of his favorite games. It is a 3rd person shooter that did not support multiplayer play until, I believe, Mass Effect 3... which has made it less popular over time as more advanced multiplayer games have hit the market. The bottom line is that it is merely an older franchise than some of the more recent fads people have been requesting as mash-ups.
As an old dog, I personally would love to see mash-ups with some of the really, really old games that many around here won't know at all. Some of them had really interesting settings and environments that would make for interesting changes to the same ol' same ol' Minecraft world we get with all the other more "conservative" texture packs. (keeping in mind that a mash-up is meant to be used for something different than a regular texture pack). As for the run of the mill texture packs... I'm really hard pressed to see a real purpose for them. What do I care if my grass looks smooth or a little rough... it doesn't change the way I play the game really. Mojang has done a good job with the default textures and they are perfectly fine to just play a vanilla round of Minecraft. Since texture packs are cheap, I may buy one or two... but I'm far more willing to pay more for something like the ME mash-up... where the block changes are somewhat extreme and, therefore, it challenges me to play the game a little differently overall.
PS: Your "poll" should allow people to select both games... since some might indeed play both games.

It was done on purpose. Took a page from Microsoft. Create a monopoly, and appear to offer multiple choices, all the while really only giving one choice.
I think the best thing for the minecraft is for there to be multiple consoles each with their own unique identifiers. The only way to get xbox to change is for them to loss market share in the console wars.

Mass Effect game play:
Well watching the mass effect game play I see the reason now. Mass effect is a Microsoft product. Oh no wonder. PS4 is looking better everyday.
Something tells me you'd think the "PS4 is looking better every day" no matter what.
