I had read that bookshelves make the levels on the enchanting tables go up, whoch enables you to get higher level enchantments. So I built myself 10ish bookshelves and put them near the enchanting table. However they only seemed to effect the level a bit -- the highest I have gotton now was 8. Am I doing something wrong? Should they be touching the table? Or what?

The way I usually do it is to make a 5x5 room with a door in the middle of one wall, put my enchanting table in the center, and my 15 bookshelves along the walls. Technically (I believe) they still count if they're in the corners, because diagonals count as 1 block rather than 1.4 blocks, but I prefer to have the front faces of them all accessible in case I want to disable them for some reason, in which case I stick torches on as many of the bookshelves as I need to set the enchanting level I want.
