Whoa dude, only one topic per question. Anyway it depends on what you mean by port.
You can "port" Xbox worlds by copying the seeds that are displayed at the world selection screen. Just type that seed into the seed box when starting a new world on the PC. Note however that the worlds may or may not be a 1:1 copy of the world considering that the PC is on a different version number, and you cannot copy over any structures that you have built.
If you mean port as in take the data directly from the Xbox and place it onto the PC, I don't believe you can.
