When I first started playing after TU12, I had an issue in one village with the villagers endlessly breeding... and iron golems kept just appearing. What I discovered is that the village had too much of an elevation difference between the lowest and highest door and, therefore, it was serving as an infinite villager breeding cell. After I got all the houses on the level, the issue reversed itself. Almost no villagers were breeding and no new iron golems were spawning.
So, I made an iron golem farm from a video and they are spawning just fine for me now. For an iron golem to spawn, you need more than the 10 villagers listed in the Wiki. You need 16 and to get to 16 villagers (without creating an infinite breeding cell), you need about 48 doors.

yes after tu12 they naturally spawn if there are enough villagers.
