Are you playing on a fresh TU12 map or playing a pre-TU12 map? There may be a biome shift which screwed things up. I built a snow golem on a pre-TU12 map and apparently my plains were shifted to a desert biome, which caused my snow golems to die immediately. I know my snow golems produce snow in my snow biome inside their guard towers.
Finally found some pumpkin seeds and made some snow golems but none are producing snow in a plains biome. Haven't tried any other biomes yet.
