Don't know if they will breed.. up there but They won't in snow forrest Biome thing.. I learned this the hardway Iron Golem Farm Fail!
You talking about villagers breeding in snow forests? I have a village in a snow forest that I cleared out and have to constantly zombie apocalypse my villagers to bring their numbers back down.
I would suspect that the 128 limit in the overworld has less to do with the Nether, and more to do with reducing the amount of viable space the game has to scan for spawning attempts.
By capping at 128, then nothing has changed for the engine's workload from the old MC360 and the new taller MC360.
