My world (seed: 12345678) was generated without any villages or villagers. The closet thing i have is a random small farm generated in the very north near center at edge of my map. It's about 10 blocks long and 4 blocks above the water.
Is there a way to get villagers to generate without going to creative mode? My world has never been put on creative nor do i want to put it on creative.

No, at least not yet. Eventually, we may get zombie villagers and villager breeding. These two things in combination can be used to put villagers in a user created village, for instance (cure a couple of villagers near your village). There may be a chance one or the other is included in TU12, however neither one is confirmed.
Unfortunately, it's impossible as of now, though I wouldn't fret about it too much--you're not missing a lot.
As said before, we may receive Zombie Villagers in a later update, which can be cured with a Weakness Potion and a Golden Apple, but for now, you'll have to stare at the sad farm....
As BloodyPhoenix said, you're not missing out on a lot if there aren't any villages in your world. For now they're merely simply houses populated my NPCs you can't interact with and that either stay trapped inside their houses or wander around aimlessly.
The only real use villages have right now is cheap food in the form of bread (by harvesting all the wheat on their fields) and maybe some random items in the chest inside the blacksmith's house. But if you've got a world you like, stick with it even if there aren't any villages. Don't start a new world just for the sake of - as of now - rather pointless villages.
I bought the PC version over the weekend so I've been reading that section of the forums. Be thankful we have the villages we have -- there's some major complaining going on PC-side about how, in the last update, zombie attacks on villagers have turned into basically "ginormous zombie horde wipes out the village in seconds". (I haven't even found a village yet; the PC game is a lot harder, as I discovered my first night when a zombie in armor was trying to break down my front door!) In MCXbox, villages serve only a few purposes: If you spawn near one, you can live in one of the houses until you build your own. If you need wheat, you can harvest the villagers' fields. And if you're lucky, one ore more villages will have blacksmiths, and the blacksmiths will have something good in their chests -- obsidian and diamonds are always nice, so you can build an enchanting table.
