Today I have created a skyblock world on the xbox version of minecraft. For some reason hostile and peaceful mobs are not spawning on any of the blocks. The biome that these blocks are placed over is an ocean biome. That might be keeping the peaceful mobs from spawning but why are hostile mobs not spawning?
My mob spawner is 24 blocks above sea level. They fall to their deaths on to a platform built on the ocean directly under the center hole of the spawner. A tower on top of the spawner reaches near the build height of the world, where I have a glass crow's nest. From there, I have a ladder that does go up to the build height, where I go once in a while to get as far away from the rest of the world as possible (to get unwanted far-away mobs to despawn). I get hostiles in the spawner whether I'm standing on the platform or up on the crow's nest. Not surprisingly, I get more when I wait in the crow's nest. I'm sure there are caves I haven't found still taking away some mob capacity, though I sure have tried to locate and light them all up.
In short, yes, make sure you are far enough away from your spawner, but not too far. And being above rather than below gets you much further away from the underground dark places, which may help mobs spawn where you want them, and not elsewhere.
Are you on Easy-Hard mode? Can't tell you how many times I've had this happen because I was on peaceful for some stupid reason.
