Is there a way my friend can come back into my server when I sign off? Because we are both working on stuff on this map I created and when I am offline he would like to stay on and continue building so how can we do this?
You can maybe have him type in the seed? I don't think that the seed includes the structures and things y'all have built
That would merely result in his friend getting a copy of the original world without any of the things they have built in the meantime. For all intends and purposes, it would technically be two different worlds that happen to look identical.

That doesn't really solve his problem of wanting his friend to play the world when he isn't on to host it lol The exact opposite actually.

What if my friend logs into my account from his xbox can he load my game then save it to his harddrive then sign into his name and play it
Your account login info (i.e. passwords) gives your friend access to lots of things other than just your Minecraft game saves. I don't think sharing it is a good idea. Also, the answer to your question is no. He would not be able to download it and then just sign in as himself and play your save. The owner of the world is the one who has to load the world. Worlds not owned by the gamertag initiating the load screen do not appear on the "Start Game" list regardless of what device on which they are saved.
