I have been watching videos saying that you can download maps for Minecraft Xbox using your PC. But before I do it, i wanted to ask if its alright to download them without any trouble. Please no rude comments.

Its not illegal and technically its not even modding you only rehash and resign the save to your profile ID's
so its playable on your account

The term "illegal" is reserved for criminal activity, so it's probably not illegal. However, there is a strong possibility that doing this violates the Microsoft Live Terms of Use:
The ramifications of which are spelled out by Microsoft in that same agreement.
For me, it boils down to this one section:
"You can't use unauthorized software or hardware to access the Services, nor can you modify an Authorized Device in any unauthorized way (e.g., through unauthorized repairs, unauthorized upgrades, or unauthorized downloads). You agree that we have the right to send data, applications or other content to any software or hardware that you are using to access the Services for the purpose of detecting an unauthorized modification and/or disabling the modified device."
To change the ownership of the file, you have to run it through a third-party software on your PC. Can that software claim to be authorized by Microsoft for use with the Xbox?
By accessing Live services, you agree to the Terms of Use. Therefore, you make it a binding legal agreement with Microsoft by choice. If you don't agree with the agreement, don't use the services it provides.
As stated above, to play downloaded maps, you are required to modify the file using 3rd party software. Doing so is against the Microsoft Terms of Use.
