How would minecraft mods for Xbox 360 edition be breaking Microsoft's Terms of Service? Can't Mojang make a deal with Microsoft?

Yesterday I was on my way to class, when a black cat fell from the sky. I didn't really know what that nonsense was about so I asked him if I could step around him because he was bad luck, but he simply meowed and then disappeared. I was a bit worried that maybe he'd teleported to Afghanistan or somewhere equally dangerous, but a wizard came and assured me that it was alright. I threw my Zune at him because I was 78% sure he was lying. The wizard roared at me and sentenced my mother to thirty five years of chain smoking. I was sad.
It's not a Microsoft TOS issue. They can't take existing mods without working with the copyright owners for them. [granted that in and of itself is a very grey area since they are making mods for a game which is copyright Mojang....]
Could 4J make their *own* mods and sell em? Sure. No different than texture packs. At the point of 4J making them, it is really just "DLC" like any other game with options you turn on and off at a macro level.
You will never see mods on a console game like you do on PC games because of controlled ecosystems. Just isn't there yet, may never be. Only officially released addons from developers will be there.
Mods will never be available on the Xbox as they are against Microsoft's Terms of Service. This is to prevent people from modding in software that could lead to malicious exploits, to prevent situations such as what happened to the PSN a few years back.
If 4JStudios makes any additional add-ons for the game, they will be released as DLC. Unless they receive permission from PC modders, PC mods will not be ported to MCX360 as DLC.
