The wiki sez..."signs count as regular blocks." So no?
To expand on this, signs are regular blocks, whereas paintings and item frames are entities. Therefore, signs do not contribute to the painting/item frame limit.
But signs do have limitations that regular blocks don't. For example, their draw distance is much shorter than normal blocks'. (They'll disappear from view rather quickly when you walk away from them.) I'm surprised they are classified that way.
