Ive been on this map and found a mob spawner and covered it with bedrock, but I've noticed that the mobs haven't been spawning. I was wondering if this only applies because bedrock is surrounding it, or is it that way with every block?

Did you completely cover the spawner in blocks or just made an area around it? If it is fully encased, it will have issues. Light level also can affect it depending on spawner type [blaze spawners don't care about light level].
Make sure there is room around spawner for mobs to spawn. Check to make sure it is dark [unless it is a blaze spawner]. As thewalterd61 said, block type should not matter, even bedrock.
Oh and make sure you are close enough for the spawner to activate!! You will see the little monster in the box spinning if you are close enough. If you are out of range, it doesn't spin. Easy indication.
