You can flood the end with water (Not worth it.) or use torches (Yes.) or place half slabs (Worse than water.) to prevent endermen spawning in designated areas or to make a grinder.

Endermen will spawn on any regular just like Overworld mobs.
Stone, wood, ore, clay, and anything solid and opaque will spawn them, assuming it's dark enough.
