you can have an underwater dock. I have a boat base 5 blocks below water. You can place a boat at the bottom of the river from your boat base entrance and get in the boat. It will float to the surface. You can either leave the boat up top when done or break it. You only lose a small amount of the wood for making a boat when you brake it.
yes you can use a bucket or torch or ladder to make an air pocket underwater but my favorite tool is the enchanted helmet with respiration 3. Aqua affinity is useful but can be replicated with enchanted tools. http://www.minecraftwiki.net/wiki/Enchanting
Bonus info: you can place a torch at the single source block of a cave water fall and get rid of the water source block and light up the cave at the same time.
A secret base entrance underwater will keep mobs away. They don't swim down and protects you from creeper blast when you surface.
Yea, i have had some 'face palm' moments after trying to build underwater only to find out later there were much better ways to do it. I remember surfacing everytime i needed air, now I can build underwater only slightly slower than on the surface AND all my builds are safe from creeper blast.

I built a city under the sea at one stage... was a massive pain. Some of these tips would have been neat back then!
You can swim faster vertically in water if you are NOT next to a wall or blocks.
You can reach deep water quicker if you jump into the water. Even a jump from a couple of blocks above the surface helps.

Curse PremiumI do this a lot when PvPing with my friends. The water slows down the arrows as can be expected.
