The question is rather simple; how does one acquire silk touch? What level? How much should I enchant? I really need it to get a GRASS block so I can grow an underground forest.
Well, the simple way to get your "underground forest" is to just make a staircase out of dirt all the way to your forest from the surface where it is attached to other grass blocks. Eventually it will reach you forest. If you want to speed up the time a few more staircases are suggested. But if you really want the pick-axe, i'd suggest trying to use a pick-axe while using an 10 to 20 enchantment levels. I'm not saying 30 levels never bring a silk touch, its just common during those levels. If you do want a silk touch pick-axe with other good enchantments on it then try using level 30 for a while, and I mean a WHILE, then you'll probably get it. Hopes this helps.
I think you should just enchant a shovel if you are looking to get just grass, also it might be easier to get silk touch on a shovel than a pickaxe. but if you want a pickaxe just enchant at 30 and you have a chance of getting silk touch with efficiency or unbreaking
But if you don't want to waste materials, you can do the old piston trick...
Looks like even with a 30 level enchantment you only have a 10% chance of getting Silk 1. So if your project is not time sensitive I would work other projects while enchanting tools and after a few you may get silk touch.
It would probably take less time to build the dirt staircase to grow grass down underground than to enchant for Silk Touch.

Of course it doesn't help that I am using an iron pick to enchant. I believe the material used also plays a factor into that formula, but haven't really tested it myself. Isn't that what the wiki mentions. I don't know, but efficiency and unbreaking are extremely common. I am more liable to get fortune II than a silk touch.
I would say using the staircase method or piston method is probably best. At least you know it will get there with a little work, especially if you don't have a xp farm, and plenty of materials.

placing the piston head so it faces the block to move. The put a lever on a block either behind the piston or on the block to move, more likely to former.
with a sticky piston just make sure you have a spare block and do the same as above, but have 1 space between the block and piston, then power it with a lever. switch the lever off and it will pull towards you.
It is a long process but you will be able to get it to the destination eventually by doing this...
Also note that a redstone torch instead of a lever could power the piston from below or a block attached to the piston if you want to use that. Basically all you have to do is power the piston.

By the way this and UB3, EF4, Fortune3 are the only pick enchants I use, and it can sometimes take 15-20 tries, tho I've gotten it much faster than that before too. It's as perfect as it gets for now

No, you can always spend less on an enchant than what you have in XP. You just can't spend more than what you have in XP. If the enchant table has 15 bookshelves around it, it will offer you a 30 Level enchant (usually in the middle slot) every time; but it will also offer enchants in the 26 - 29 range (often in the bottom slot). If you don't like what the enchant table offers you for levels, just pick up the item without enchanting it and then set it back down again in the enchanting table. The list of offered enchants will then change. Of course, you still won't know the type of enchant you will get, but you can change the levels being offered you this way. Also, you can block off some of the bookshelves by placing torches on them or on the floor between them and the enchanting table. This will prevent the enchanting table from offering you any 30 Level enchantments, so it will offer you 1 more lower level one each time you place an item in the table.
When I used it, the enchantment calculator linked above (see IAMBaldur's post) indicated that the best chance of getting Silk Touch I on a diamond pickaxe is at, specifically, Level 26 and at Level 30... at 9.9%. However, I have noticed that this particular calculator can give different odds on the same tools and the same enchants when you consult it more than once. The second time I tried it, it showed that the best level to get Silk Touch I on a diamond pickaxe was at, specifically, Level 29 at 10.7%. Level 30 on that try was showing a 10.2% probability rather than 9.9%. (SO, please note that there must be some sort of error in this particular calculator).
There are several enchanting strategy charts (instead of a calculator) at http://pernsteiner.o...hant/tables/ I have notice with this one, however, that the probabilities are generally quite a bit higher than the calculator gives. For example, Silk Touch I on a diamond tool is calculated at at 16.1% probability at Level 30. This may or may not be due to the calculator and the tables reflecting the probabilities for different PC versions.
However, what you should be aware of is that, depending on the specific enchantment you are wanting, the best level to get it is not always at Level 30 nor do diamond tools always give you the highest probability. (For example, the probability of getting Silk Touch I at Level 30 is actually higher on an iron or gold pickaxe than on a diamond one.) Smart enchanting means selecting tools and levels that give you the best odds you can of getting what you want... not always just going for Level 30. I would still go for the diamond tools when you can, however, just because their durability makes up for a lot of probability difference. That is, you only need to get a Silk Touch diamond pickaxe once to get 1,541 blocks worth of Silk Touch out of it. An iron pickaxe will only give you 251.
However, you do also have to factor in the "cost" of the materials used for the pickaxe. For example, I do regularly enchant stone pickaxes using Level 1, just because 1 Level of XP is not that hard to get, stone pickaxes are built from completely renewable resources, and at Level 1, I have about a 90% or higher probability of getting Efficiency I and still a pretty good alternative chance of getting Unbreaking I. For 30 Levels, I can enchant 30 of them and at least have a better dig rate than without the enchant. It suits the way I play, since I do not tend to want to use up diamond tools just tunneling through a mass of cobblestone anyway.

Seriously the best method for accomplishing this task is to use pistons All you need to do is flip the switch twice, add a block, flip switch twice, add block, repeat until piston won't move. Change direction as needed I managed to do this on my underwater dome. Sometimes the grass disappeared so use dirt blocks so it spreads and you have back ups.
