I literally cannot find any of these guys in my nether fortresses. Am I simply having bad luck and should reset my Nether, or am I a complete idiot and they haven't even been added yet? Tips and suggestions?
They haven't been added, and there's a possibility they might never be. 4J has been pulling bits and pieces of PC updates forward, but they plan to take MCX360 in its own direction after we reach the PC equivalent of 1.2.3. Withers weren't introduced until 1.4 on the PC.
Before fully expecting a feature in the PC version of the game to be found in the Xbox version, it is always a good idea to check the version histories of both games on the Wiki.

No, you're not. Most people seem to expect the Xbox version to already have everything the PC version does. It takes a little while before they understand the porting and updating process better.
