If you're doing it in survival mode, pick a seed that comes with a few game-generated villages. That way you can transport the villagers using a minetrack once you're done with the new city.
In the XBox edition, there is currently no way to add new villagers into the game while staying in survival mode. They do not breed as yet and spawn eggs are available only in creative mode. You can relocate villagers from whatever other villagers exist already in the map by pushing them into minecarts and then laying a temporary track from wherever to get them into the minecart to where you want them to live. It can be a very time-consuming task in survival mode.
You may not know exactly how to transport them using minecarts in survival, though. If you can push them on top of a rail and push the minecart into him, he will get into the cart, and you can lay some track to your town and have him hang out there. In 1.2, AI was given a significant upgrade, and alot was done to villagers and their programming as far as them being integrated into their own village is concerened. I'm not sure if their ability to recognize a manmade series of buildings as a village and "move" there and assign themselves to your town, so you'll have to look it up on the MC Wiki and read all about it. Hope this helps! Also, if they are assigned to a village, they will not wander very far, so if they don't recognize your town, you may want to fence it in.
