i believe so. i read about this being done on the pc version, in the minecart section of the wiki. its easy enough to test. though we may have to sub the carrot and stick for wheat
EDIT: the answer is yes. though it seems to take them a while to register the wheat in your hand. not sure if it was just a random AI hiccup or if it was the minecart itself causing the delay. also when the pig hits the minecart it goes flying at or near full speed 8 mps (meters per second). but they will run after it and catch up

Do I understand this correctly? I can get in a mine cart on an unpowered rail line holding wheat in my hand and a passive mob like a cow or pig or sheep will push me? The mobs seem to circle counterclockwise when feeding them so i was wondering how that works?

cuase they arent feeding. they are following you like they would when u have wheat anyway. except they hit the cart before they get to u this pushes the cart.also it helps if you have a 1x1x2 path so they cant jump or circle
