Once animals breed, you have to wait five minutes before they can breed again, but I'm not too sure if it's five minutes. Also, baby animals cannot breed.
Most likely you have hit the passive mob cap my friend. Stay in that same area for about 10-20 min, then run around in a 96 block radius of where your cows are and kill all the animals you see. Make sure you look for small caves and holes that trap animals and build stairs so future animals can get out and despawn. You should also consider going outside of the 96 block radius and find any trapped animals you can, as they will not despawn. Kill them and build stairs out of the those traps as well. Hopefully you can find some room to get the cows you need.
Head to the hills. Passive mobs like to go rock climbing, then panic cause of the hight and get stuck on single block ledges. Taking up your mob limit.
