I've noticed some other redstone bugs as well. In my enchantment room I'm building, I have a set of pistons that retract the walls and then another set of pistons push the bookshelves in to place from the floor and ceiling. when I hit the button to close up the room again the walls close in fine but some of the bookshelf pistons are still activated. Upon inspection, sections of the redstone for the bookshelf pistons are still activated. The way I have it set up makes it impossible for the wall piston wiring to power any of the bookshelf wiring. It doesn't happen all the time, just occasionally.
Did it only happen once, or each time you loaded the world? I had the exact opposite problem after TU9, where pulse length would actually degrade over time. I saved and exited at some point, quitting the game. I was going to show my friend the bug I found, but no matter how many times I tried, it could not be recreated. It's like the bug was bound to that one specific session.
Ever since the bugfix patch, redstone seems to be more stable in my world. Clocks will even continue to cycle after saving, exiting, and relaoding the world.

See this was always the case pre TU10- and now not so much I'll test a bit more to see what's crackin'. Before I make wild allegations. But.... It's freaking broken!! My pulsars are broken and they never burnt out before...
