Only dropped items count as entities. Torches are stored as block data. Items in chests also do not count. Paintings and picture frames may have their own separate limit from dropped items, I'm not entirely certain.

They do. Paintings and Item Frames share their own 200 count limit but it is separate from the item drop limit.

To sum up, you can only have 200 items on the ground an only 200 of any combination of Item Frames and Paintings.
