I wouldn't until quartz and jungle biomes are added. I'm sick of starting a new world when I put a lot of time in it. That's why I still have and work on my TU7 world ever since. If you don't like waiting then go for it but remember you're not getting the new stuff unless you don't generate some chunks. Later you can generate them in the next TU but that's ONLY if you're lucky enough to generate jungles, emeralds, etc. Especially the nether. If you built a blaze farm, castle, etc then you're screwed. You can't get those beautiful quartz. Unless if you want to waste all the items that you put on the blaze farm then feel free to reset nether. Other than that, i'd wait so I don't miss a single thing.
TU9 did change the terrain generation code; but not by a whole lot - only added beaches as I recall. Also, since TU9 has been out quite awhile now, I'm thinking that you probably found your TU8 world OK for getting into the end (i.e. it already has a stronghold with an intact end portal). So, I don't really see much of a point in starting a new world (unless, of course, your current world doesn't have a stronghold with an intact end portal). TU10 was just a quick bug fix for TU9, so it didn't add anything that you should start a new world over.
Of course, you're absolutely free to start a new world at any time just for the fun of it. I've started several since TU8, TU9 and TU10 were released.
