That means that you created this world after the TU9 update came into effect. The reset nether option will regenerate the nether that is applicable for that seed and the current version of Minecraft. So, if you had a world that you created back in TU7 or TU8, the layout of the nether will change from the one that was there, If, however, you create a world with TU9 and reset the nether, the layout won't change. The reset would still erase any buildings you had done and replace any blocks you may have mined already, but it won't change where the fortress is or the lay of the land until another update changes the terrain generation code (e.g. by adding biomes). After another update goes in, then the reset nether would continually generate the appropriate nether for that version with that seed until yet another update changes it again.
the nether doesnt change, i have a world from TU1 and the nether reset gave me the same nether, exactly...
all it does is make it like you just entered the nether for the first time, so any buildings youve done will be removed, the only difference is there will be a fortress in there if it was prior to TU7
If a fortress existed in TU7, then TU8 changed the location of it, allegedly assure blaze spawners and netherwart. This was clearly evident in the Tutorial World between those two versions since the side effect was that the music chest hidden in the nether wound up abandoned in a little cave in TU8; whereas in TU7, it was located almost directly in front of the blaze spawner. That little cave did not exist in TU7. The nether in the current tutorial world has the fortress in the TU8 location. So, a world generated in TU7 would have the nether fortress change location to whatever would have generated as of TU8 and there may be associated changes in the lay of the land. Also, although it is unlikely, there may be future changes that affect the nether down the road (e.g. if ores are added to the nether).
Regardless, the concept remains the same... the nether that generates will be the one that goes with that seed in the current version. So right now, regardless of what version you start with, the regenerated nether would be identical to a nether generated if a world using that same seed were created in TU9.
The one and only feature of the Nether Reset is to give your Nether features from updates after it was created.
If you have a Nether from TU2 and you reset it, you will get a Nether Fortress, Blaze Spawners, NetherWart, etc, etc. The layout will not change because you aren't making new Nether. You're just adding features from current updates into an old Nether. That is all it was made to do.
you dont get netherwart or blaze spawners from a reset TU2, ive checked and triple checked, even submitted a bug report on it, you dont get soul sand in there either, apart from around the stairs, but there not there so no soul sand for netherwart
Then something is broken or it's all buried under Netherrack because that is what the Nether Reset is for.

Untrue. I reset my nether from the two early seeds I found on my HD and USB. There were boh from either 1.6.6 or 1.7.3 (can't remember exactly). The both now have a nether fortress complete with blaze spawners, and netherwart... so, it may be a bug related to your particular seed. The changes I noted between the TU7 tutorial, TU8 tutorial, and TU9 tutorials are also tested. I also reset one creative world from 1.8.2 and it now has a nether fortress complete with blaze spawners and netherwart.
Logically, there should also be a difference in the nether fortresses for those TU8 seeds that where the netherwart garden was apparently cut off by the world's edge... or else this reset would not solve their problems... it would just regenerate their fortress in the exact same location.

To add to my previous statement, I did even go so far as to recreate a world the other day using my earliest seed string. As a TU9 world, it generated the identical nether as to the reset one in the world created way back when (which was around mid- to late- June 2012).

It does generate sand, if you dont have any then fair enough you have a bugged nether but saying it doesnt do this that or the other in general is just not true. My world created on day 1 of the minecraft launch has everything in the nether after the reset
