So, I have a chicken coop that is about 6x9 with 7 to 9 chickens and now I can't breed any more. They will go into love mode and spin around but nothing happens...

Yes he is. After a certain number of chickens (not sure but it could be combined for all animals), no more will spawn. This includes spawning naturally, from spawn eggs, from chicken eggs, and breeding. There is currently no indication when you reach the spawn limit, except for spawn eggs which will give you a message when you try to spawn more. In a tweet, 4j studios mentioned that they should add a message saying that you've reached the limit and can no longer breed that particular animal.
I was very confused and worried about this spawn cap, but then realized I was in the XBOX section. Derp.
I wonder why they decided to implement it?
If they let us spawn as many animals as we wanted, I'm sure the game would lag terribly, considering the Xbox 360 has a small amount of RAM compared to most PC's, and the game would be forced to keep track of every single animal that was in the world, in addition to the other stuff it would do normally. In the end they decided it was a better decision to have a spawn limit and keep the game as lag-free as possible than to leave it and have the game lag if someone decided to spawn a ton of animals.
If they let us spawn as many animals as we wanted, I'm sure the game would lag terribly, considering the Xbox 360 has a small amount of RAM compared to most PC's, and the game would be forced to keep track of every single animal that was in the world, in addition to the other stuff it would do normally. Which is a very reasonable approach for not having passive mobs spawn randomly, but they should at least let us breed to a higher cap than they currently have. I think they lowered the cap in TU9 because my farm/food system no longer works the way it should because of hitting the new lowered cap. I guess its back to farming wheat but slaughtering cows was a much more satisfying way of getting food. The least they could do is play the dying cow sound byte when you harvest wheat if they're only going to let you have a small amount of passive mobs.
