If a player doesn't have permission to mine, can the still break leaf blocks w/shears?

Not sure!.. Hmm but since we are on the topics of permission.. Apparently.. people with absolutely no permissions can knock down Item Frames. Which can be a pain Since I framed My armor, sword and bow used in the dragon battle... Kinda cool. But now that means any random person from my friend's list with no permissions could knock it down and be subject to theft or the 5min disappear limit.. :/

I would assume not since it's still "mining" a block.
It'd be the same concept as hitting grass with a high Efficiency tool.

Adding to the previous comment, they can also rotate the items...how pointless.

I know if one does not have permissions, you can "throw" an item on a wooden pressure plate an activate it... (tested by various friends of mine on different worlds, kinda neat, makes an adventure map with no permissions seem like an option now...
