That's the way it works (or rather doesn't work). It's been that way on the PC as well. I think the recipe is really a "prank" originally put into the game by Mojang. I suspect that several of these "bug" issues originate with the crew at Mojang just trying to get a "rise" out of their players... and I'm starting to just accept such things as a part of the overall "Minecraft culture." (shrug).
