Theres no real way to get lightning to hit, but you can helpbyour chances, dude by name of "docm77" made super charged creepers by helping his chances, things such as raising a platform to be the highest point there after its all about luck , he had speculations that more mobs in the area seems to attract lightning but theres no easy way of testing that .... It takes alot of building in the rain to witness lightning strikes....iv been hit ounce my dogs twice (atleast i think they were hit twice they teleported to me during a thunderstorm so its only an assumption they were struck) its not impossible but the chances are slim.
Since May 9th, I've been near-hit twice and seen one Overworld Zombie Pigman.
Unless you edit the game to where you're God, it's essentially impossible.

My dog got hit by lightning once. he teleported to me and was on fire a split second after i saw the lightning hit the front of my house.
