Nope. If your current world has a Stronghold/ End portal you'll have access to every feature in TU9.
If you're unsure has to the possibility of an End Portal Frame in your world craft an Eye of Ender (Ender Pearl + Blaze Rod) and throw it. If it goes in a certain direction then there's an End Portal Frame in that direction, if it just sits their limp and useless then there's no End Portal Frame.

No but you could possibly miss out on the new things though. Like Jungle Biomes and possibly ocelots/cats. Don't generate/explore everything in your world. You could generate the jungle biomes. Other than that nope.

Jungle Biomes and Ocelots won't be in TU9.
The only biomes you'll be missing out on are beach biomes which are meh as far as missing. It's just a big of extra sand
The only things you have to start a new world for are new terrain features. New ores, new biomes, things like that. You will need to start a new world if you want to experience the new beaches, but otherwise you'll be fine. Craftable items will always be available in old worlds, provided that they do not require a new ingredient from a terrain generation update (For example, if we get Emeralds in the future, emerald blocks will be available for crafting in your old saves, but the emeralds won't be generated in parts of your world that have already been saved.)
The confusion over the new End dimension is a bit more ambiguous but as others have said, as long as you have a complete portal in your world, you'll be able to use it.

The leader boards might not consider it legit.
But I do.
The only "legit" way around I conceived is to have the Nether reset add a chest with 12 Frame pieces, but ha to that one....
