So once TU9 comes around am I going to have to create a different world?
If so I would like to now since I'm in the early stages of my current world.
The choice, as always, will be up to you. The game will almost certainly still be able to load your old world, but your old world may not have certain features that a new world will have. Many people are still enjoying playing on very old worlds despite not having terrain that was added in updates that came after they generated and explored those worlds. Some people intentionally left areas of their worlds unexplored in order to have a chance for those worlds to have newer terrain, only to be dissatisfied with the ways in which the old terrain joined to the new terrain or the climate over the older terrain in their worlds. If your question is specifically in regards to accessing the End (a question that has been already asked on these forums many, many times), the answer is that the End portals already existing in strongholds should be able to access the End in those worlds without necessitating the generation of a new world. If your current world does not have a nether fortress, there is a feature coming in the next update that will enable you to completely reset your nether. For the time being, this feature will only reset the nether, although I understand that 4J is looking into developing a feature that may enable the reseting of terrain in the overworld. However, that feature will not be in the upcoming update.

I'm not talking about the end, but thank you. I'm talking about general features that my old world may or may not have access to once the update comes around. That I will need to make a new world for.
If you want the beaches back, then possibly... As it is a terrain thing, even if a minor one. Basically it will not or should not cause a shift in biomes, as all it does is replace or extend the banks of current biomes of certain kinds.
If it is a world made before TU8, then like up said, for the end. And quite possibly for the nether fortress, if you world did not generate one (this only mean TU7, else look below)
If before TU7 you would for terrain features and nether fortress as well the end.
Most things like the new blocks/items that are makable you can make, the exception is the brewing stand which you need a nether fortress with warts and blazes.. Warts for potion making and blazes for the stand itself.
New features like breeding and such you would be able to do. So that doesn't call for a world restart. Same goes for game modes.
And also like up mentioned it is your choice whether you want to start a new world or not. Myself I happen to have an old world that will never get to the end, but with the next update at least I will be able to make nether bricks...:D I also have a newer world that I want the nether to reset on (assuming it doesn't work on my older one), even beyond that I would be playing on round 4 different worlds so I have myself occupied in the meantime...

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.
You will not need to create a new world. If you look on your map, the unexplored places on your map (the plain tanish color) will have all the new features. The explored places on your map will not have new features.

It is not a guarantee though, just a % chance, and the fact of the explore radius can be deceiving at times. I only know this from some of the 1.7.3 maps I have saved for 1.8.2. Most of them just so happen to be water after that update...>< Anyway it just goes to show that it is only a chance that you will get those kind of features.
And like someone else mentioned, personally it is not much a reason to start anew with only beaches being added.lol
