I've heard and read so many different set ups for an enchantment table and I'd like to have max efficiantcy with it now. I hear some poeple stack 2 book shelfs others do 3. Whats the max before it doesn't have any more effect anymore?

the above is all you need but i like to make the floor and walls all bookshelves, the ceiling glowstone and encase it in soul sand with jack-o-lantern lights two on each side.
I use the set up shown in MG's photo and it works just fine. I get 30 level enchantments offered each time, and it frequently results in multiple enchantments on the single item. The last item I enchanted was a bow, and it got Power IV and Infinity I. For lighting, I leave an empty space all around the outside of the bookselves before the walls. Then I just hang torches on the walls themselves. That way, they don't interfer with the powers provided by the bookcases and I don't have to worry about hostile mobs spawning around the enchantment table. It's perhaps not the prettiest setup, but it works without needing glowstone.
If you only have 15 bookshelves it is IMPOSIBLE to get the "BEST" Inchants in the game. You can get Lvl 30 enchants but you will NOT get Multiple enchants such as, Unbreaking II, Flame I, and Looting III all on one sword unless you have 27 bookshelves (the set up you had but with 2 more rows on top)

I beg to differ... One of my pickaxes has Unbreaking III, Fortune III, and Efficiency IV; and one sword has Unbreaking III and Looting III... all with just 15 bookshelves. As I mentioned previously, the last item I enchanted was a bow and it has Power IV and Infinity I. How much better can it get?

15 bookcases is all you need. Getting multiple enchantments is random just like the rest of the enchanting process.
Yes, if you believe that what you stated is true, give us some proof. maybe a quote from the minecraft wiki? then you can argue with us.
But obviously you just had a bad run with the 15 bookshelves if you only got single enchantments
