I know they said there's fix to regenerate the nether. I made my world in the TU where villages spawned but before villagers were added, however it didn't spawn villagers in the villages. I'm hoping there will be some sort of fix for this as I don't want to create another new world.
You will be able to use spawn eggs in creative mode to populate a village. If you don't want to go into creative mode, I believe zombie villagers will spawn naturally in survival mode even in old worlds. You can then rescue and cure them and use them to populate your villages.
If you saved one villager, make a 7x7 fenced area. Then make a 3x3 house with a wooden door. Make sure the fenced are is outside. Villagers spawn when one villager goes through wooden doors a lot. Eventually when a lot of villagers spawn, increase the area of the fenced area and make more houses with wooden doors.
The only way you'll be able to regenerate your spawns is if you use at least 2 spawn eggs to add in two villagers, then set up a breeding station for them once we have the capability to do so.
And the zombie curing method that UpUp mentioned, but that's only if 4J decide to add that feature. It would be a smart decision, due to our limited world size, but it was a relatively late addition to pc, so I won't count on it.

Natural villager spawns are determined by the amount of 'valid' doors you have within a village radius, not by how many times they've gone through one. The wiki may help.

By "smart", I'm guessing you are referring to villager professions? If I'm mistaken please correct me, but I don't believe there has been any confirmation on this.
The addition of spawn eggs is confirmed for TU9. As for the other suggestion in my post, I admit that it might be a ways down the road (and might not happen at all), depending on what 4J might decide to bring forward. Hopefully, the ability to cure for zombie villagers is something they will bring forward. I would rather see it than the addition of witches at some point since it would be a legitimate, survival only "fix" for the OP's problem (and he didn't actually specify TU9 in the question).
I was replying to the post before mine. Spawn eggs are spawn eggs. Still no confirmation that TU9 changes villagers in any way.
