I'm not sure where the xbox rules are for slime spawning right now (whether they only spawn below y16 or at y40 and down) but there are two things you can do to maximize the space for your slimes to spawn.
1) Create different levels with enough room for the slimes to spawn within the spawning chunk at and below the target y coordinate.
2) Light up absolutely every space you can within about 10 chunks or so of the spawning chunk, to disallow other mobs from spawning and filling up the engine's entity space.
Slimes only load in certain (random) chunks. I imagine you probably nicked a slime chunk, since you're getting some spawn but not much, and because your room is bigger than a chunk.
I had a time getting slimes on my world too. It kinda discouraged me from playing for a while, too. Here's what helped me:
1) Start marking off the lines where your X and Z coordinates are divisible by 16. I did this by digging down one further and using a different block for the floor. Chunks are 16x16, so doing this can help you out if you decide to expand your farm in one direction or another. Of course, also make sure the floor to your farm is at Y=12 or lower (just to be safe, since the giant slimes need a 3 high area to spawn and only spawn below Y=16. 16-3=13, -1 just to be sure. Checked the wiki, and it says slimes spawn below Y=40 on the XBLA version now.
2) Light up a large area around the surface above your slime farm. That makes less mobs spawn at the surface for the chunk of your slime farm. Less of the other mobs means more chances for slimes to spawn. The same rule also applies if there are any caves/etc. above your slime farm.
3) Be careful about lighting for your farm. It has to be bright enough to stop other mobs, but each torch on the ground obstructs a potential block or block area for a slime/bigger slime to spawn on. If you can, use Jack-o-lanterns to light the area (mobs can't spawn on glowstone or torches), and place them in the ground, as this maximizes the potential slime spawning area (lots of light from the ceiling can work as well, just make sure the light can reach the floor without obstructing the 3 spaces of air between the floor and the ceiling, and that you use enough to prevent other mobs from spawning).
4) Stand away from the edge of your farm (AT LEAST 24 blocks, but not too many more) and WAIT. I mean like, set yourself up somewhere safe and wait for like 10~20 minutes wait.
If you already got one slime, then at least you know that one of the chunks your 25x25 area occupies can spawn them, so it's just a matter of maximizing your chances and waiting.
Make sure you're pretty close to bedrock, and you definitely need to increase your area of the farm, 25x25 is pretty small. Mobs only spawn if you're 24+ blocks away. Make sure to light it up well to decrease the chances of other mobs spawning too.

If I am not mistake the slime will only spawn in a 16x16 area. Not only this but it has to be a designated area for slimes as well. There is a mobile app and browser based page that will tell you where they are for your seed.
*I realize it can be larger than 16x16 but they will only spawn in that 16x16

You're correct that they only spawn in 16x16 slime chunks, but there can be more than one chunked together, and I'm referring to the fact that if he's standing in the 25x25, they probably aren't going to spawn because you have to be a certain number of blocks away for mobs to spawn.
on my tu8 map, used slime finder made an L shaped room so at the top it 32x32 and 16x16 at the bottom,
the floor is at level 5 and is 3 blocks high, then copied the room 2 block above it,
ringed the rooms with torches, every block on the middle of the wall
then made a waiting room on level 30.
it produces more than enough slimes for me, but the torches do not provide enough light to stop a bad spawns
so i need to add glowstone into the ceiling i guess.
I started to dig out a large room at head level 12. It's probably around 35 long, maybe 28 wide so far. I put jack-o-lanterns in the floor with 5 blocks in between each. JxxxxxJ This is great light as there haven't been any hostile mobs spawn since doing this. I did find a slime, so I knew I was in a good chunk. I just kept expanding, and they have been spawning pretty good so far.
My question is, how high does the room need to be?? I've got a 3 high room, but haven't had giant slimes spawn. Do I need to go 1 higher?
so if you've totally got your slime chunk nailed down, just clear out the chunk into 3 block high rooms from bedrock to y40... maybe build a small smelting/brewing base or something nearby so you can remain occupied while waiting for them to spawn.... at least 24 blocks away from your spawning rooms.
I have a single slime farm in the map linked in my sig, a total of 9 levels, and if i just spend a while riding my minecart elevator up and down, it's not long before i hear the slurping plop of a jumping slime on one of the levels ( I tend to not venture out on the rest of my build area, as i don't have it sufficiently lite to prevent hostile mobs from spawning on it, and would have to lose any of the Terra-forming work I've done on it.)
Three high will spawn the giant slimes. My main room is about 35 x 50 and I have a short hallway to another big room. I use torches on the floor, but the slimes don't seem to mind.

I started digging out another row of blocks before you replyed, but my main room is 4 high. I'm digging out a room right above 3 high. So I'll have light from above and below in my main room. I had to get rid of a few mobs in a cave right above my main room, since then the slimes have been spawning at a nice clip. Had 3 giants below when I was digging out the 2nd level. I like using the jack-o-lanterns for light. Pain to set up the floor lights on 2nd level as I have to put a dirt block below and run up and down. But looks really nice!

Make another room or lengthen the one you have.
There is also a slime finder app but I don't know how well it works. It's supposed to tell you where the spawning chunks are

It worked fine for me. There is a browser version and a mobile app. I've used both with success on TU 8 XBox.
