Is it square, round, octagonal, hexagonal, pentagonal, or random? depending on the choice of shape you made your tower can greatly effect the look of the staircase you want to build.
use a nether teleport to get up and a waterfall to get down.
im not sure if this would work if you've already been to the nether.. build your original nether portal at the top of the tower. travel to the nether and secure the portal on that side. go back to the base of the tower and build a second nether portal. it should be close enough to use the same nether portal link and the nether portal seems to go to the original portal.
to use it, step into the portal at the base of the tower and enter the nether.. step out of the portal and right back in. should drop you off upstairs.
i'm kind of new at minecraft, but it seems this would work with your motif.
How about a spiral stair case? They are convenient and look gobs better than boring square stair cases made with the traditional stair block. Its all about finding a shape that fits in your tower and works with the design and then simply replicating. Slabs are made specifically for this purpose and work quite well. I through together a quick design for a rather small tower pictured bellow.
Obviously you would have to adjust the design to fit in your tower but the concept is still the same. If you post the dimensions of the staircase your trying to build (the circle it must fit within) I would be more than happy to put up my interpretation of said spiral stare case.
For two-way transport, there are spiral Rail systems, spiral staircases, water elevators, Minecart elevators, and Redstone elevators. For one-way downward transport, there are 3 block deep water pits at the bottom floor, boat staircases, and ice staircases.
I prefer a single square method of alternating water source block and sign. This method is usually used to transport mobs, but works for players just as well. One sign is enough space for you to "jump" up from the water block below and doing nothing will safely transport you to the bottom. Just make sure the bottom flows "out" to ensure you can't drown. I used glowstone and sandstone half slabs to make mine look "wizardy".
