If it wasn't in the 4J Twitter Feed thread, then no one knows.
So the answer is... Nobody knows.
My best guess is no, they aren't. Emeralds only purpose is to be used in trading with villagers. Since Villager trading isn't in TU9, then there wouldn't be a need for Emerald.
We will get professions and trading in a future update so i would assume that emeralds will make it in. Don't know about some people but i would love to get emeralds, i believe you can only find them in extreme hills so it gives you a reason to actually do something with them alongside building on them and terraforming.
With that said i think they would be cool to have for decoration purposes only. With that said does anyone think we will be able to place string decoratively on the ground? I have been trying to find what that looks like and cant find any images.

As mustache said, I don't think we will get emralds this time around. Next time for sure if they add trading... I hope to also find a use with all these gold ingots. Lol The best we can do is make a coinage of them by turning them into nuggets. Then use them in RPG with friends in a world of ours (skyrim/medieval). On topic... no emralds this time I think.
