My friend has a slime farm that spans from bedrock to Y:40. I haven't seen it in action, but I had the exact same suspicion when I saw it. I asked him and he said they (slimes) do spawn up to the 40th layer. It's not that I doubt my friend, but I haven't had personal experience with this, so I can't be 100% certain. Your best bet is to just find a slime chunk and try out a section above Y:16.

It's also Y:40 on Xbox. I was at my skeleton trap at around Y:30 and looking in, when all of a sudden something green was glitching through the ceiling above me. I thought is was a zombie that was glitched in the fence, so I backed up. Then I saw it was a slime.
It was changed in one of the most recent updates to be Y40 on the xbox.... Might have been in 1.8.2 that it was changed, but I could have sworn that they put it in the change log, but I guess I was wrong about that. So it must have been a hidden feature or just something confirmed by 4J through twitter.... Either way it is definitely y40 now.
I have seen them spawn myself spawning between 16-40... also still spawn below 16 so ....

No, they spawn on 40y on 360 version too when TU7 came out
