Locked for redundancy. We are currently in a near-equivalent version of PC 1.0.1. The next update [TU9] will be a near equivalent version of PC 1.1. Upside down stairs weren't introduced in the PC version until 1.2.1, at least according to this: http://www.minecraftwiki.net/wiki/Version_history
They most likely will not be added in the next update.
