I started breeding chickens and got to about 8, but now when I feed them wheat seeds they don't breed anymore. Is there a limit to how many they'll breed/spawn?
That limit does not apply to breeding. That is the games spawn limit. How many passive and hostile mobs the game AI spawns around the player.
Breeding has a completely separate limit. As far as I know, it's a very, very, very high limit.
While correcting me have you figured out OPs problem?
My closes guess would be there being a limit on breading chickens.

There is a limit on Snow Golems so there could very well be a limit on Chickens. The only reason I could think of such a limit is because they lay eggs, which would take up some of the item drop limit.
In my experience there certainly seems to be a passive mob cap. When I'm filling a chicken pen or breeding I always slaughter anything nearby to increase the likelihood of success. It does make a difference. The trick is finding everything. I helped another player with this problem after "killing everything". All of the animals were collecting on the back side of a mountain, stuck out of sight. Once we disposed of them, the breeding worked as expected. Check open ravines and look for large holes. Anything more than two deep will usually collect a few animals.
Sheesh, now I know why I keep running into this issue.
My question is if this rule is different on the xbox version (which unfortunately I play exclusively) than on PC? Because My map isn't allowing more than 9 chickens at a time, and I see other people having massive flocks on tutorials. Same thing with pigs, I can't spawn more after 8. It's slightly annoying, but sustainable if you only have one player.
i have a small set of pens (2 cows, 2 pigs, 4 sheep) next to a chicken farm with roughly 14 chickens. can breed the cows, pigs, sheep no problem, but nothing happens with chickens. there are still 10 or so passive animals (no chickens) spawning in the same area. i have killed them and still no new chickens.
don't believe i have any stuck on cliffs, but need to check on that
