In my opinion: Never on the Xbox 360. I personally think that 4J will wait for the next gen xbox to be released and will then release texture packs for it.
I don't think the xbox texture packs will ever be as advanced as they are on the PC. Even when the next gen xbox is released. I think that 4J will put a lot more effort into making sure the game runs perfectly, which will be alot easier on the next xbox with it's advanced hardware.
They would probably just make the blocks look more detailed. Currently the blocks have 16x16 pixels, I think. They'd probably just make them 32x32 pixels.
Mustache Guy added a pic on another thread. (Similar subject I think)
As we said on that thread, the current xbox couldn't handle the graphics increase. The FPS would drop quicker than you could blink, and the hardware would probably melt. (figureatively speaking of course as I'd be suprised if they implemented it anyway)
Personally, I think that when the next xbox is released, there will be an option to copy over and update the current MC to the new console. Or even re-download and update.
When 4J took on the job, they would have known that a new xbox was on the horizon, with this in mind, they would have planned for creating an update to the game to take advantage of the new hardware.
I don't think they would have to re-write the coding for the game, as the new xbox will likely be able to read the same code. MC is written in C++, the new xbox will be able to read this. They will probably only have to redesign the texture of the blocks, and implement this by means of an update to the new console.
If I were a developer, I would have thought of this a year ago. I would also have checked with Microsoft about a new console, and discussed the potential hardware and what it is capable of. Microsoft would have probably discussed a contract of secrecy to ensure that I didn't disclose the specs etc.
EDIT: Not just the above, but 4J are now aware of a new xbox, as are many people, yet they are still updating MC, 360 edition? . . if they were going to make a completely new MC for the next xbox, why would they waste money and resources on the current version, when they could make a 'complete' version for when the new xbox comes out, meaning that this new version wouldn't have to be updated?
Would anyone on here put money into something that will never get used within a year???? Hmmm, I know I wouldn't.
My texture pack makes the mobs look cute

As Wolf said:
As I mentioned above, you are right, they are working on texture pack support. However, I think this will be texture pack support for the next xbox.

Don't worry about it.
Very true.
