Are you talking about hostile mobs? Well you can build a spawner in the specific area where you'll make your arena.
Or build your arena but not the roof. Now build a big column in the middle of the arena where you can climb using stairs.
Just wait until it's dark outside.
Pick up a rod, go up there in that column, and "fish" the hostile mobs using the rod.
It's a weird plan but it works, I did it to store some creepers inside my house xD
BTW, as for Passive Mobs: Just lure them using Wheat.
My son and I did something like this using Etho's old underground mob system with the 4 way "mobavater" - you can see a video on it (actual building on system starts at about ). We did this under a large room and it brought the mobs to the surface for us to fight. It's a bit of work, but works fairly well.
As with any system, lighting up caves, mineshafts, and ravines around the area is a must.
or, with spawn eggs comming soon, it'll be way easier (unless you want to keep it survival, if it's already creative, go ahead) you could basically create a dispenser system to shoot out as many mobs as you want (until you hit the limit). Until then, basically what the others suggested.

Hmm, I play PC, but you could use wheat to lure them in, then run out.
