No, it's per blocks mined. A stone pickaxe will mine 132 blocks; iron, 251; and diamond, 1,562 (ETA: correction per Wiki) regardless of the type of block mined. It's just a matter of perception that the tool is wearing faster when you mine faster blocks with it. I've tested that part out - counting the blocks. I haven't tested mining lbocks that are too hard for the pickaxe (such that they don't deliver their drops, like trying to mine gold with a stone pickaxe). That might result in some sort of additional damage factor being applied to the pickaxe. Starting to mine a block and then stopping prematurely, however, does not appear to affect the block count.
A use is counted only if a player completely breaks apart one block or hits a mob. If a block is partially broken this is not counted as a full use.
Note that certain uses cause either no damage or twice as much damage as normal to the tool:
Proper use of tools will maximize their durabilities. Assuming a player uses a tool appropriately, the following list shows the maximum durabilities for tools of each material type.
Gold - 33 uses
Wood - 60 uses
Stone - 132 uses
Iron - 251 uses
Diamond - 1562 uses
Note: Although gold tools have the lowest durability, they do the work fastest.
Note: A diamond shovel does the same damage as a wooden sword. This might come in handy.

I guess you're right! I've always understood that wrong it seems. I thought mining stone with a shovel would deplete it twice as fast. I guess it counts as only ONE use regardless...

I.E. Pickaxes are for Sandstone, Stone, Cobblestone, Iron, Diamond, etc. Mining a Sand or Dirt block would cost it double durability points. Likewise, using a Sword to dig blocks verses smacking mobs will cost double the durability.
And you will not lose durability on a tool UNLESS you mine the entire block or smack a mob. *EDIT* The guy above me has a list for ya.

I was clearing an area with a Diamond Pick Axe (Efficiency III, Unbreaking III), I'm just wondering if all the Dirt/Gravel I was taking out with it increased its wear.

Unbreaking basically increases the durability of the item overall.

Theres a percentage the tiem won't lose an durability, thats pretty much it. (100/(Level+1))% chance a use reduces durability; on average, sword lasts (Level+1) times as long

I took a closer look and you're correct... Hmm... I really never thought about it before. Disregard what I said then, that list is correct.

I know right!? This whole time, I was wrong about that. Until UpUp Mentioned that and I read the Wiki slowly. lol
The only time durability takes an extra hit is when you use a non-weapon to attack, or use a weapon to mine.
