I'm at a loss as to how to keep zombie pigmen from spawning on 'drops or inclines' on my rails. I can easilly keep them off flat areas by placing a half slab or glass 1 block above the rail, but inclines and declines can't do this as the carts seem to hit the transparent block and stop, if you place it 1 higher then the pigment will spawn on this area.
Where are there inclines? Is it possible to eliminate them? I generally just build my rails in the top of the nether area so as to avoid ghasts. If you are going down to a fortress, all I can suggest is that you replace your rails with ladders.
Maybe when we get upside down slabs this will help, but there really isn't much you can do besides light up those areas well at the moment. That should reduce them from spawning on those slopes, as they still rely on light level to spawn or at least I thought they did. Not seen one spawn that close to lava before so I don't know for sure.

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.

That sounds about right... it is not wonder i have them underground and difficultly set on peaceful on my primary old map....lol
I place a 3 wide wooden platform down and place my rails on the center block, then come back and put fences down both sides. It's effective but the cost in wood is pretty high. It does look nice though.
The problem is that they can spawn directly on the rails themselves, even the PC is prone to this. 'Upside down Half slabs' would solve the issue but we don't have those yet.
I was looking for a solution now but sadly don't look like one exists. Guess I'll just disable the rail system for now. I have a zombie pigmen farm and they have very few places left they can spawn, as the team and I have placed cobble and sandstone slabs all over the neither forcing them to spawn in our farm (and on my bloody rail tracks).
I don't know about in the nether, but in the overworld (re your comment on cows), I completely fenced by rail right of way and put in fence gates where I wanted to make level crossings. On the slopes, I placed fences on top of each other such that it wasn't possible for animals to just jump down onto the rails through a "low corner" in the fence. My right of way is 3 blocks wide so the minecarts don't hit the fences in the corners, but I took out all the grass between the two fence lines and replaced it with wood, so that animals can't spawn on the block beside the rail line itself. I've not had a problem with animals on my tracks.
in the overworld in an older update i built a rail line around the entire map. about 30 blocks from the edge. i built it all from about 2 blocks above ground/water up to about 25 blocks above ground/water. as long as i had light no spawn issues. before i had it all lite up mobs would spawn on the rails but when i got out to face them they almost always fell off the rail because they don't attack in straight lines. built it to showcase the map to friends but because of lag anyone beside me on the rail would be riding into nothing because the game wouldn't generate fast enough for them to see anything.
How's about you build your self a tunnel around the rail? Out of Cobblestone because of its resistance and have holes so you can see, and have a station at both ends obviously. Tunnels have roofs in case anyone doesn't know this So, nothing falls/spawns on the track.
Note: Be sure to light up the tunnel so there are no mobs spawning.
Sigh, appreciate all the comments but sadly few here know that...
1) Light doesn't effect zombie pigmen, they can spawn in any light level.
2) Any mob can spawn on a rail in overworld or the neither, obviously in the overworld simply lighting up the tracks solves hostile mobs, and simply placing your tracks over any non grass block will prevent most passive mobs from spawning on the tracks as well.
So a tunnel would not work in the neither since again zombie pigmen can spawn on the tracks in the tunnel.
While i think fence gates might work, they are just toooo ugly and i think i'll wait for upside down half slabs, the neither isn't that big and we can walk.
Anyone find a solution to this?

Mobs do spawn on double slabs as they act as a full block.
then why do they not spawn on them in the tutorial world courtyard? I'll have to see about this myself... hmm... Thanks for the notion though.

Lighting does nothing in the current 360 Nether....
