So I've been saving this seed for about a month now just waiting on the nether fix because the world had no netherwart. I got on this morning and used the seed to make a brand new world. The nether has completely changed and so has the location of the fortress, but there is still no netherwart on the seed.
This patch would not affect your world. 4J has confirmed that the entire nether is spawned on world creation and not when you first enter it. thus, your nether existed before this patch was released and would not be fixed by it.
Search the twitter feed thread - it's all in there a couple of months ago. In fact, I 'm the one that post the tweet where 4J confirmed it.
I'm not seeing a problem, but this is the sort of thing that might take some time for others to confirm. Since the bug caused spawners to appear in worlds generated in one mode but not in the same seeds generated in other modes, you might want to check it out further by starting another world with the same seed in the other mode (i.e. creative if you started this one in survival or survival if you started this one in creative).
That won't work UpUp, he created his nether before the patch and was expecting the patch to impact it. It won't. Basically, his original world terrain generation did not include a fortress, the new code, new applied to a new world forces a fortress to spawn and it just happened to spawn near his original point of entry.

Already thought about this as well. Tried it in survival, creative, and on several difficulties with no change.
Could it be that a section of your fortress is just buried in netherrack?
I wish that were the problem, I've spent about 2 hours going in all directions and they all dead-end. I've tried digging and blowing up the netherack and still found nothing. The room that netherwart spawns in is pretty big and it would be hard to miss it. The room is just completely missing, but there are 2 blaze spawners near each other.
I'll PM you the seed, feel free to try and find netherwart.
I find it unlikely that in this time you have entirely explored the nether and can outright confirm there is no nether-wart there. By any chance could there be an entirely separate fortress somewhere? Did you try looking up and down too?
I'm afraid I have to agree with the OP on this one, Netherwart presence in a newly created world still seems a hit and miss affair. As for the actual Netherfortress and Blazes, they seem to be there now all the time, which at least is good.
I have personally never seen anything about there only being 1 fortress that can spawn, especially with regards to the recent coding changes that they have implemented to this. I still don't believe you could have completely explored in this time.

OP: You only searched inside the fortress? That is how it reads. It is possible that there is a separate part of the fortress that is not connected to the main portion, so keep that in mind as well. Instead of search inside try the outside of it dig around the out side till you can see the entire thing....lol Well anyway I believe you that you can't find one, just figure I would point out a few things.

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.

I'll probably give it a go. It definitely won't be today or tonight though. (Also, I'm not the best at finding stuff in a hurry at the best of times, so be patient please). There could well be a bug still, but we'll probably just have to wait and see if and when anyone else encounters the same issue. 4J probably did run several tests on their retail kits and found netherwart on all the seeds they ran.

I saved that seed for the fix and even now the fix did not fix the problem. Once again even if I find a perfect over-world, I still have to search the nether to make sure it has everything.

LOL. That bit (highlighted) probably didn't come out exactly as you intended it... Afterall, this game is absolutely all about searching to find the stuff you need/want to survive.

There is a difference between searching and finding the stuff and the world just not having it to search and find.
Just checked the seed and he may be right, where the nether wart SHOULD be it is not. If everyone knows the room that is square with a dot of lava in the middle of it, where his room is, where the stairs leading up to that room should be, there is no stairs, that room just cuts off right at the top of the stairs and everything below that is GONE, really to bad as well, cause there is double blaze spawer really close by as well and almost next to each other.

Of course your nether fortress in that world kinda stinks...Well I don't like the look of it...lol

Yeah, it took me 3 days of constant searching to find that seed. I love the overworld, but now the world is useless without netherwart.
