Personally I never enchant anything less then level 30. I do have a blaze farm thou, so can get 30 levels in about 10 mins. My favorite pick is a Fortune 3, Efficiency 4, and Unbreaking 3. I efficiency on it makes it so its just about the only tool i need, as it can chop wood faster then a regular diamond axe, and will cut through dirt/sand much faster then a diamond shovel. It won't do well with wool or snow thou. Since its unbreaking i get about 4500 blocks and the tool will pay for itself 30 times over whenever i stumble upon diamonds.
I have a silk touch one as well, but don't use it that much as i primarily got it to do ice and sadly it don't work on it, really only use it to gather that musilum and grass blocks which i need from time to time.
This wouldn't make a difference. You silk touch coal, you get the coal block. You fortune coal, you get the coal. . . it takes up the same amount of inventory space when you think about it. Obviously when you fortune coal, you'll get many stacks, but would you need many stacks?
Sure beats waiting for trees to turn into charcoal...--_-- It lessens how much of that you would have to do. I use up a lot of coal for torches and smelting cobble among other smelting resources.

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.
