I'm not sure why it is but this update seemed to do something with their A.I.
For instance, when you look at them at their eyes to get them to be aggressive, sometimes they refuse to do so. Other times you'll hit them with a sword once and they will teleport out of your range and then despawn. They dissapear almost always whenever I shoot them with a bow and arrow and just as the arrow is about to hit, poof the Endermen is gone. The rare times I'm able to kill one that hasn't went *POOF AND GONE* rarely drop anything or they teleport and die somewhere else where I can't get the drops if it dropped anything. So just how are we supposed to get Ender pearls like this? You can probably like find one or two in the chests but the rest require Endermen hunting, and it's next near impossible for me to get Enderpearls at this rate.
The drop rates for endermen are low, and it is supposed to be difficult to hit them with a bow. When they teleport away from you they could either have gone into water, or maybe a cave below. The only problem I actually see in your post is them not being aggressive after looking at them, which is easily fixed with a swing of the sword.
I find that if you aim your crosshairs right at their eyes and let them sit there a bit, the enderman will get angry with you every single time. I think most people are just tending to have Steve look straight ahead at them, which puts the crosshairs down around the endermen's legs.
If you start a fight with an enderman, they do occasionally make the mistake of teleporting away into water and they die there. Also, if it starts raining where you're fighting an enderman, they will be distracted by it and teleport out of the rain and call off the attack. If you occasionally run a sweep of nearby lakes after an enderman teleports away from you, you may find its enderpearls in the water. They are programmed to teleport away before an arrow can generally reach them (i.e. bows are next to useless against endermen).
Enderpearls are intended to be a rare drop and difficult to obtain. If you use a sword with a Fortune enchant, however, you will get more drops. In three Minecraft nights last real night alone, I killed 5 endermen (by first luring them to me with the crosshairs) and then killing them with a Fortune III sword, and I got 10 enderpearls.

However there are times that I swing with one sword and I've witnessed said Endermen teleport a straight line away then despawn because it got too far from me.

I agree, sometimes they do despawn; but four of my 10 pearls from last night's adventure were found in a swamp lake nearby where I was fighting them. They were likely all from just one endermen since I was using a Fortune enchanted sword. I went searching because there were no experience balls where I had killed him. Of course, you have to do the sweeps frequent enough so you collect the drops before they despawn (5 mins. max.)
I have used flame enchanted bows on them. not sure if i hit them or the ground but they seemed to take some damage and catch on fire for a few seconds. I have also found dogs to be very helpfull in hunting enderman. enderman are tall enough that you can strike them high and not accidentaly hit your dogs. at least two seems to work. and i wear leather armor at a minimum. they seem to be easier to kill in caves and not teleport as much.
Enderman will avoid ANYPROJECTILE eg. arrows, potions, dispensers shooting arrows, and enderpearls. If you're having trouble getting them "mad" don't try to look at their face. look at their chest area or anywhere above the legs. Hope this helps.

I'd agree with CraftyPork. If I shoot them with a flame enchanted bow, they catch fire and don't seem to teleport away. After they are on fire, I whack'em with my Looting sword and down they go. Could be just my luck, but hope it helps.

Crafty Pork lighting them on fire and hitting them is one of the 100% ways to get them to open their mouths and shake like they do in pc version although to due the lack of enderman sounds it obviously doesnt make its demonic growl you can however get enderman to do that in other ways

My personal favorite way to kill endermen is to drop them 41 blocks and then just one punch with anything does them in.
