Dealing at least 33% more damage sounds pretty worthwhile to me. The difference may not be obvious against aggressive mobs, but think about the advantage you would have over someone in PVP. Let's just say it takes 15 shots to kill someone in diamond armor with a stock bow. With your enchanted bow, it would only take 10 shots. Not such an insignificant difference anymore, is it?

I agree. There was also a post about the efficiency pickaxes not delivering; but I think that there also the difference just isn't noticeable since the diamond pickaxes mine so quickly on most blocks anyway. Use an efficiency enchantment to mine obsidian... and you notice the difference immediately.
Someone correct me if I'm wrong... But I'm almost certain that the power bow has a chance, not a guarantee of doing more damage. Just like the sharpness enchant on a sword. Obviously the higher level of enchant means higher damage and greater chance of more damage given.

Good point. I know the unbreaking enchantment is a chance that the slidebar won't move on any particular stroke, resulting in an overall extended usage for the tool. I'm pretty sure you're right. It's a chance of doing more damage on any given use.
ETA: Actually the Wiki says that it just deals extra damage period. 1.5 at Power I, growing in intervals of .25 with each level after that.

Hmm.. I went and read the wiki and you're right. Thought it was like the sharpness enchant, but it's not. Well that's good to know.

Last night I managed to get a POWER IV/INFINITY bow with the Enchanting Table.
Well hawt damn, says I. Now I'm gonna one-shot those Creepers and Endermen, with this Hawkeye Super Duper Powerful Death Bow.
Hawkeye Super Duper Powerful Death Blow only did SLIGHTLY better damage than the vanilla bow. Now the Creepers take two hits before going down.
This thing is supposed to be as powered as they come. Level IV! Shouldn't it be punching a LOT harder?!!? Or do the bow enchantments just suck?
I think I'm gonna rename it to something more fitting its damage output. Perhaps "Feebly Thrown Balled Up Kleenex"
30 XP went into the ol' tank..... and I'm pulling back all the way....
Stay fluffy~

Retired Staff-1 for only asking for your arrows back... It's an infinity bow, so you haven't used any arrows.
