Do you work for 4J? No. Have they announce mods being pretty hard to put on Xbox, yes. They have many times, as everyone asks. Never was it said mods will never happen, it's just things to look at in the future. The PC is looking into it, I'm sure 4J will be right there with them deciding if it will ever be possible.
C++ is the most low-level high-level language... if that makes sense. Think of it as intermediate-level, in the fact that it has both high-level and low-level features. It allows for more control than any other high-level languages, like the memory hogs C# and Java. This is why it is and always will be the only language devs will use when programming games for consoles. It is also why it is one of the hardest languages to learn, other than things like ASM or machine code.
* Another reason PC mods won't come to the xbox is the PC mod makers don't have the technical expertise or knowledge to convert their mods from java to C++ (or C#). That's a huge leap. You all are thinking that you'll be able to download PC-duplicate mods from the internet to a flash drive and just upload it to your xbox- for free, of course. It has to be for free. Per Mojang's TOS, they can't charge for them ("make commercial use of". So the mod makers would have to do all that work just for the recognition. Sure they would.
* The game is being updated (essentially "modded") too fast for the modders to keep up.
* The game will be "going it's own way", adding xbox-specific features, so PC-duplicates of mods won't be needed, much less work. Modders will have to write high-level xbox-specific mods. Why aren't you writing any instead of just saying "I want"?
* Finally, it's a very small step from having a downloadable-from-the-internet mod to having a full downloadable game. MS (or any other console) will never let that happen. All "mods" (and games) must come through their official channels, as DLC, and they will change for them, as they should.
All the OP is saying is that PC-duplicate mods won't happen on the xbox- and that's true- so there's no sense in whining for them. 4J will write their own (in the future), and sell them as DLC. I only hope that they handle them fairly. If one player has a mod, but the others don't, then the mod is disabled for everyone (the mod only works if everyone has it).

As far as I know, only XNA supports C#. No mainstream AAA titles have been, or will be, programmed in a managed language. C++ is going to be the top dog for a very very long time.

Business is business and when it comes to things like obtaining copy permissions, assumed rights change when people enter into things like license agreements.... and agreements can always be subject to further negotiation. Also, businessmen, like anyone else, can waffle back and forth a bit on any issue. "Never" is such a strong stance.
That is not to say that the technical limitations are not there... if there isn't enough RAM on the XBox to add some of the remaining basics, I doubt they will add much in the way of extra content (regardless of whether or not they are inspired by any of the PC mods). As others have said, I also doubt any content could be delivered to the public as user created mods for free download. The Xbox environment simply doesn't accommodate that sort of open source programming. Most likely, 4J would have to write the content, Mojang would have to approve of how it affects their game, and Microsoft would have to certify it.
I said they wouldnt add mods from PC! They can still make there own mods. Im just saying there wont be Tekket or Aether or anything like that.
If mods can lag my computer, what makes you think they cant lag my Xbox.

I don't even want Mods anyway, I'd much prefer just to have texture packs. Mmmmmm John Smith Texture pack *drools, everything just looks nicer.
i think the same, i played the pc version for arround +2 years and... i like the game, i never patched for mods, only for texture packs, maybe an option for share the worlds
mods.. pff the pc version have arround 2 years waiting for the modding "app"
Looks like somebody thinks Mojang makes all the mods and the "mod creators" take all the glory. Well, no. For one thing, my X-box wouldnt lag, its actually to empty(If even possible). I dont know how you would installl the mods,(Probaly have to deal with a usb/sd card(Save Minecraft on it)) but some people wouldnt have to deal with lag because they have super hyperactive x-boxes(Lucky bast**ds)(jk). If you cant handle it then oh freaking well, get over it and play vanilia. Problem solved. Your welcome, disscusion closed.
Hmm, as long as they add something cool, I don't really care. I already like Minecraft on the Xbox without the mods. But if they do add them, it'll only make it better. I'm just confused on how people's servers will run... Would it be like the PC Version where the players don't have to install the mods?
