Monsters will spawn from a spawner as long as you are with a 16 block radius of it. How close you are to the spawner does not effect how quickly they will spawn, as long as you are within that boundry.
Only 7 (maybe 8, memory maybe off) monsters, that spawn from said spawner, can be within 8 blocks of it at once.
A spawner will stop spawning when this limit is reached. However, if you can pull the monsters at least 8 blocks away from the spawner, many many more will spawn overall.

In my opinion, Mob spawners are only good for mob/XP farms.
If there are none near you, as such, then random mobs still appear. With regards to the despawning, I've not actually 'seen' this. However, I once saw a skeleton 'floating', because it dropped off a ledge just as I moved 32+ blocks away from it. Quite funny actually.
